No significant fiscal implication to the State is anticipated. 

Bill Analysis

HB 700 would allow foster youth who complete the standardized curriculum for the Preparation for Adult Living Program to receive college credit for completing the program.

Vote Recommendation Notes

Under current law, foster youth currently or formerly under the conservatorship of the Department of Family Protective Services are eligible for tuition free college at Texas institutions of higher education. Considering this, allowing eligible students to receive college credit for completion of the PAL program does not affect our principles. Texas Action is neutral on HB 700.
