HB 679 would make changes to the qualifications required for attorneys to be eligible for appointment to represent an indigent defendant in a death penalty case.
Texas Action is neutral on HB 679 as it does not touch directly on any of our Liberty Principles. While the right to an attorney in criminal cases is an important constitutional right, HB 679 does not appear to make significant enough changes as to affect the right itself.
