Estimated Two-­year Net Impact to General Revenue Related Funds for HB587, As Introduced: a negative impact of ($918,449) through the biennium ending August 31, 2023.

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. 

Bill Analysis

HB 587 would authorize the Texas Facilities Commission to conduct a study to assess the usage of government owned or operated facilities in this state and consider the economic advantages of having more than one local or state government agency share certain facilities. The commission would have to submit its report to the legislature by December 1, 2022. 

Vote Recommendation Notes

Texas Action remains neutral on HB 587 as it does not affect any of our liberty principles. While we recognize the initial cost to conduct the study, the results of the study may prompt changes which would save taxpayer dollars in the long run.
