Relating to creating a voluntary certification for recovery housing.
No significant fiscal implication to the State is anticipated.
HB 544 would charge the Health and Human Services Commission to adopt minimum certifications for recovery homes that are consistent with standards from the National Alliance for Recovery Residences. Municipalities and counties would be restricted from adopting or enforcing ordinances, orders, or other regulations that prevent a recovery house from operating in a residential community. Recovery homes that do not become certified would not receive state money or outside referrals.
HB 544 would establish a "voluntary" certification program that would strip funding and referral sources from programs that do not become certified. This is a growth of government into a field where it is not needed. This proposal is anti-free market, individual liberty, limited government, personal responsibility, and private property rights. Texas Action opposes HB 544.
