Relating to accommodating a voter unable to enter a polling place.
No fiscal implication to the State is anticipated.
HB 478 would require all polling places to have a parking spot set aside for voters who are unable to enter the polling place and a sign displaying, in large font that is clearly readable from a vehicle, a telephone number that a voter may call or text to request assistance from an election officer at the polling place or with a button or intercom that the voter may use to request assistance from an election officer. The bill specifies that this cannot be the same parking spot as any handicapped parking already present.
Texas Action is neutral on HB 478. While we are not convinced the provisions created by this bill are necessary, we believe that this bill has the potential to reduce the number of insecure mail-in ballots by making it safer and easier for voters who are unable to enter the polling place to vote in person.
