Relating to the authority of the Barrett Management District to finance an improvement project or service.
No fiscal implication to the State is anticipated.
HB 4604 would allow the board of the Barrett Management District impose and collect an assessment. The bill would allow the board to finance an improvement project if the service or improvement is approved by 60% of votes cast in an election.
Texas Action opposes HB 4604 which would expand the ability of a municipal management district to impose assessments and take on new local debt "to promote, develop, encourage, and maintain employment, commerce, transportation, housing, tourism, recreation, the arts, entertainment, economic development, safety, and the public welfare in the district."
