Relating to the solicitation of pen pals by certain inmates of the Texas Department of Criminal Justice.
No significant fiscal implication to the State is anticipated.
HB 460 would prohibit inmates convicted of offenses requiring them to register as a sex offender from soliciting pen pals on an Internet website.
Texas Action is neutral on HB 460 as it does not affect any of our Liberty Principles. This is not an unreasonable limitation for a person convicted of crimes which require registration as a sex offender.
