Relating to providing children committed to the Texas Juvenile Justice Department with state-issued identification on discharge or release.
No significant fiscal implication to the State is anticipated.
HB 4544 would require the Texas Juvenile Justice Department, when discharging a child under their supervision, to verify whether they have a driver’s license or personal identification card. If they do not have one, the Department would have to submit a request for a personal ID card to the Department of Public Safety on behalf of the child. If enacted, the Juvenile Justice Department would be permitted to charge the child’s guardian for any costs incurred in applying for the personal ID card.
Texas Action is neutral on HB 4544 as it does not touch directly upon any of our Liberty Principles.
