Relating to authority for certain state employees to work flexible hours and to work from home or other authorized alternative work sites.
No significant fiscal implication to the State is anticipated.
HB 391 has three main components:
1) Allows state employees who work from an alternative work site the capability to complete their work hours, not including overtime, at times other than regular working hours.
2) State agencies can adopt policies that can permit and revoke employees to work from an alternative work site, including their home or a temporary work space.
3) Every even year, the Department of Information Resources will compile a report providing information about those policies that different state agencies adopted.
HB 391 gives an opportunity for state agencies to implement policies that give their employees opportunities to work from home or another work site, if the conditions are approved of. This gives the employee an opportunity to work from home and work hours that are outside the normal working hours. Thus giving this individual more freedom to work on his or her own if deemed necessary and desirable. Texas Action supports HB 391.
