Relating to the award of health plan provider contracts under the Medicaid managed care program.
The fiscal implications of the bill cannot be determined at this time because it is unknown how many additional managed care organizations the Health and Human Services Commission would be required to contract with to provide health care services through Medicaid managed care, but a cost would be anticipated.
HB 3662 would require the Health and Human Service Commission to contract with a managed care organization (MCO) in healthcare regions in which it does not already have a contract with an MCO meeting certain requirements.
HB 3662 is designed to increase MCO use under the Medicaid system which is generally believed to result in better care and lower long term costs to taxpayers. However, in the absence of a cost estimate for this legislation, Texas Action remains neutral.
