Bill Caption

Relating to the creation of the Texas Commission on Virtual Education.

Fiscal Notes

Estimated Two-year Net Impact to General Revenue Related Funds for HB 3643, As Engrossed: a negative impact of ($379,851) through the biennium ending August 31, 2023.

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

HB 3643 would establish a Texas Commission on Virtual Education to "develop recommendations to address issues related to the delivery of and funding for virtual education, including alternative instructional delivery methods and alternative methods of funding."

Vote Recommendation Notes

Texas Action is opposed to HB 3643 on the principle of limited government. While we support adequate virtual education for students, it is unnecessary to create a commission to achieve this goal. Local school districts should have the flexibility to address these issues independently rather than having a uniform statewide solution.
