No significant fiscal implication to the State is anticipated.
HB 3583 would prohibit expanding or modifying the scope of certain energy savings performance contracts awarded by local governments to perform work unrelated to the original scope of the contract or in a way that increases the price by more than 25%.
Texas Action supports HB 3583 which is consistent with our principle of limited government.
