HB 3039 allows the Railroad Commission of Texas to send an electronic record to notify the operator of a well to plug a delinquent inactive well or for the purpose of notifying the owner of the disposal of well-site equipment or hydrocarbons.
Texas Action remains neutral on HB 3039 as this bill does not impact our liberty principles.
