Relating to the creation of the Trinity Bay Special Utility District and the powers and duties of the Trinity Bay Conservation District; providing authority to issue bonds; providing authority to impose assessments or fees.
No significant fiscal implication to the State is anticipated.
HB 3006 would create the Trinity Bay Special Utility District to supply water and handle communal waste. The district would have the authority to adopt and enforce reasonable rules and regulations to prevent waste or the unauthorized use of water controlled by the District and regulate privileges on any land or any easement owned or controlled by the District. The district would have the authority to issue bonds and impose fees. The Texas Commission on Environmental Quality would have the power to fill vacancies on the districts board.
