Relating to the reimbursement of excess costs incurred by a recipient of certain grants awarded by the Texas Department of Transportation.
Because the number of applicable grant funded projects that may incur excess costs and the amount of excess costs that would be reimbursable to local governments by the Department of Transportation is unknown, the potential cost to the State cannot be determined at this time.
HB 2673 would require the Texas Department of Transportation to reimburse the recipient of a grant awarded by the TxDOT for the construction of a transportation project in a county with a population of less than 25,000 or a municipality with a population of less than 15,000 for costs incurred by the recipient that exceed that grant amount if the construction is managed by TxDOT.
Texas Action opposes HB 2673 as not only is it disrupting the free market but also the costs to the state is unknown, there is no realistic and feasible limit to the costs since there is no described limit besides which municipalities it will affect.
