Bill Analysis

HB 246 would define sexual contact in the context of the offense of an improper relationship between educator and student. The definition would include any touching by an employee of any primary or secondary school of the anus, breast, or genitals of an enrolled student or student participant of a school or district activity and any touching by any part of the body of the student or participant with the anus, breast, or genitals of the employee with the intent to arouse the sexual desire of any person.

HB 246 would also create rules governing a school's release of the name of an employee accused of an offense against a student.
