Relating to a change of name for participants in the address confidentiality program administered by the office of the attorney general.
No significant fiscal implication to the State is anticipated.
HB 2301 would exempt a person from providing their address when requesting a name change if they are a verified participant in the Address Confidentiality Program run by the Attorney General's office. A person's participation in the Program would create a presumption that their name change is to their benefit and in the interest of the public, as required by law. An order to issue a name change under such a circumstance would have to be kept confidential.
Texas Action supports HB 2301 because it would advance individual liberty. A person who is being protected from an abuser, stalker, or trafficker should have their records kept confidential when it is necessary for them to change their name. HB 2301 would also make it easier for such a person to receive a name change from a court, thereby increasing their individual freedom.
