Relating to the prohibition of certain contributions and donations for the administration of elections.

Bill Analysis

HB 2283 would prohibit the joint elections commission, county election commission, and county election board from accepting contributions or making expenditures using funds not appropriated by the governing body of the relevant political subdivision or subdivisions.

The joint elections commission, county election commission, and county election board would be allowed to accept a contribution of less than $1,000 from the relevant political subdivision or subdivisions if the relevant authority provides written consent.

HB 2283 would also prohibit a commissioner's court from accepting a donation greater than $1,000 for the purpose of administering elections or using or appropriating donations made for other purposes to administer elections.

HB 2283 would not apply to in-kind donations, such as food, offers to use a venue as a polling place for no or reduced charge, or federal or state funds distributed to the relevant authorities to administer elections.

Vote Recommendation Notes

Texas Action supports HB 2283 because it uplifts our limited government and individual liberty principles. This bill would enact additional security to Texas elections by reducing opportunities for the corruption of election officials.
