Fiscal Notes

The fiscal implications of the bill cannot be determined at this time due to the inability to determine the impact on service utilization in Medicaid and the Children's Health Insurance Program. 

Bill Analysis

HB 2056 would expand telemedicine to include the use of Teledentistry dental services. This is a health care service delivered by a dentist or health professional acting under the delegation and supervision of a dentist within the scope of the dentist's or health professional's license or certification to a patient at a different physical location than the dentist or health professional using telecommunications on information technology.

HB 2056 would create rules surrounding the practice to protect patients and ensure quality care. Dentists would still have to be licensed in the state and the dentists would not be allowed to delegate authority in administering anesthetic or sedative agents. HB 2056 would require the health and human services commission to require each health and human services agency that administers Medicaid Programs to provide Medicaid reimbursement for teledentistry at the same rate as in-person dental service.

HB 2056 provides greater options for clients and practitioners. This benefits the principles of limited government, the free market, and individual liberty. Texas Action supports HB 2056.
