Bill Caption

Relating to establishment of the prescription drug savings program for certain uninsured individuals.

Fiscal Notes

Estimated Two-year Net Impact to General Revenue Related Funds for HB 18, Committee Report 2nd House, Substituted: an impact of $0 through the biennium ending August 31, 2023.

Bill Analysis

HB 18 would require the Health and Human Services Commission to develop and design a prescription drug savings program that partners with a pharmacy benefit manager to make prescription drugs available at a discounted rate to uninsured individuals.

Vote Recommendation Notes

Texas Action opposes HB 18 because it violates the limited government principle. While we sympathize with the bill's aim to help the uninsured get prescription drugs at cheaper prices, this bill would create yet another new government program which would increase the size and scope of government involvement in health care.
