Relating to the evaluation of child-care providers participating in the Texas Rising Star Program.
No fiscal implication to the State is anticipated.
HB 1792 requires the Texas Workforce Commission to use a competitive procurement process to select a single entity to oversee a statewide roster of qualified assessors to evaluate child-care providers participating in the Texas Rising Star Program during the initial certification process and at any other time during the provider's participation in the program. HB 1792 no longer allows child development specialists to serve as an evaluator of the provider during the certification process when providing technical assistance for providers.
HB 1792 seeks to provide a standardized state wide evaluator for the statewide roster of qualified child-care providers who participate in the Texas Rising Star Program. Adding this as a condition of an already existing program does not appear to impact our liberty principles, therefore Texas Action remains neutral on HB 1792.
