Relating to a restriction on the regulation of utility services and infrastructure based on the energy source to be used or delivered.

No significant fiscal implication to the State is anticipated.

Bill Analysis

HB 17 would prohibit any regulatory authority, planning authority, or political subdivision of the state of Texas from implementing policies and regulations that discriminate against any energy utility service or infrastructure supporting that service based on the type or source of energy delivered to the end user. 

Vote Recommendation Notes

Texas Action supports HB 17 as it limits governments power to practice energy discrimination, implement harmful regulations, and distort the free market. Local governments should not abuse their regulatory power in an effort to prohibit access to energy provided by disfavored producers.
