SB 988 would prohibit a court from awarding costs and attorney's fees, in certain actions under public information laws, to a plaintiff or defendant who substantially prevails or to whom the governmental body voluntarily releases the requested information after the suit is filed unless the court finds the action or defense of the action was groundless in fact or law.
Texas Action remains neutral on SB 988 because it does not affect our liberty principles.
