Relating to the use of money in the state water pollution control revolving fund.
According to the Legislative Budget Board, no significant fiscal implication to the State is anticipated.
SB 942 would require that funds in the Clean Water State Revolving Fund only be used for projects eligible for assistance under the Water Resources Reform and Development Act of 2014. Specifically, the bill would remove requirements that the term of any loan made from the fund be no more than 20 years and instead require that the loan be fully amortized at or before the expiration date of the term of the loan.
Texas Action remains neutral on SB 942 as it is not affected by our liberty principles.
