Relating to authorization for the creation of a county ethics
commission in any county.
No fiscal implication to the State is anticipated.
Current law allows only certain bracketed counties to create a county ethics commission to set ethics guidelines for county officials, lobbyists, and vendors. SB 710 would repeal the limitation and allow all counties statewide to create an ethics commission. The creation of such a commission would have to be approved by a majority of eligible voters in an election. A county ethics commission would have authority to issue civil penalties for violations.
SB 710 supports limited government by allowing counties to create a mechanism for laying out ethics guidelines for public officials, lobbyists, and vendors. This should help improve transparency in county government and root out corruption and unethical behavior. We support SB 710.
