Relating to the reporting of information about the use of federal money for flood research, planning, and mitigation projects.
According to the Legislative Budget Board, no significant fiscal implication to the State is anticipated.
SB 563 would require all state agencies and universities that receive federal funds for flood research, planning, or mitigation projects to report quarterly to the Texas Water Development Board (TWDB) on the total funds received, the amount expended to date, and the eligibility requirements for receiving the funds. TWDB would be required to publish this information online. It is assumed that this bill could be implemented using existing resources.
Texas Action supports SB 563 because it promotes limited government by increasing transparency on government spending. It also seems prudent to require such quarterly reports since there is currently no centralized location for stakeholders and local entities to find such information on federal funding.
