Relating to the board of pilot commissioners for Harris County ports.
No fiscal implication to the State is anticipated.
Currently, the board of pilot commissioners for the ports of Harris County is composed of the port commissioners of the Port of Houston Authority of Harris County, Texas. SB 1915 would revise the membership of the board of pilot commissioners to instead be made up of nine commissioners appointed by various local governments and the governor. The governing board created by this legislation would hold exclusive jurisdiction over regulation of pilots in Harris County ports.
Texas Action remains neutral on SB 1915 as it does not affect our liberty principles.
