Relating to the creation of the Channelview Improvement District; providing authority to issue bonds; providing authority to impose fees and taxes.
No fiscal implication to the State is anticipated.
SB 1835 would create the "Channelview Improvement District" in Harris County to, among other things "promote,
develop, encourage, and maintain employment, commerce,
transportation, housing, tourism, recreation, the arts,
entertainment, economic development, safety, scenic beauty, and
the public welfare in the district." The district would be able to make loans or grants of public money for numerous economic development programs.
Texas Action opposes SB 1835. Improvement districts of this nature place government in the role of tinkering in the economy and performing functions better left to the private sector.
