Bill Analysis

Currently, TCEQ is charged with issuing permits for discharges of pollutants to state surface water, except for discharges related to oil, gas, and geothermal exploration and development activities. SB 1585 would transfer state jurisdiction to issue permits for certain oil and gas activities from the Railroad Commission of Texas to the Texas Commission on Environmental Quality (TCEQ).
