Fiscal Notes

Estimated Two-year Net Impact to General Revenue Related Funds for SB 1584, Committee Report 1st House, Substituted: an impact of $0 through the biennium ending August 31, 2021.

Bill Analysis

SB 1584 would require the Texas Department of Insurance (TDI) to accept as satisfaction of any continuing education (CE) requirement imposed on an insurance adjuster a claims certification that the adjuster receives during a license period for which the CE is required if: (1) the claims certification is issued by a national or state claims association with a certification program; (2) the number of hours required to complete the certification program is not less than the number of hours of CE that an adjuster is required to complete during the license period; (3) the content of the certification program includes certain content and is made available through an electronic portal maintained by the association for review and audit by TDI; (4) the association is approved by TDI as a CE provider; (5) the association reports the adjuster's completion of the certification program to TDI through an electronic portal maintained by TDI; and (6) the association provides TDI access to the adjuster's transcript showing the adjuster's completion of the certification program.

Vote Recommendation Notes

Texas Action supports this bill as a promotion of the principle of limited government by adding an option for licensed insurance adjusters to meet continuing education requirements.
