Relating to the sale or donation of certain school district property for the development of affordable housing for school district personnel.

Bill Analysis

SB 1114 would allow an independent school district to sell, at less than fair market value, or donate property to the Texas State Affordable Housing Corporation or to another nonprofit organization which specializes in developing affordable housing.  Before selling or donating the property, the board of trustees of the school district would be required to hold a public hearing concerning the sale or donation.  

CSSB 1114 would limit the authority granted under this bill to school districts in certain South Texas counties.

Vote Recommendation Notes

Texas Action recommends opposing SB 1114 because it infringes upon the principles of limited government and free markets. If the main factors contributing to rising housing prices include permits and taxes, then these should be addressed by decreasing these costs, not by allowing school districts to confer special favors to certain private entities. Additionally, it is not the proper role of government to provide for affordable housing and further interfere in the housing market.
