Relating to vehicles eligible for veteran toll discount programs.
No significant fiscal implication to the State is anticipated
SB 1091 would limit to two the number of transponders a toll project entity may issue to an eligible participant under a veteran toll discount program. The bill would require a toll project entity to issue a second transponder on a demonstration of hardship by the participant.
Texas Action recommends supporting SB 1091 because it promotes limited government by reducing the number of vehicles qualifying for a toll discount. While we commend highlighting the outstanding service of our veterans, we are generally opposed to tax and fee exemptions that confer a special privilege upon a preferred class.
