Bill Analysis

SB 1034 would exempt a plumber from being required to have a plumbing license for work on private property in an area that extends from a public right of way or public easement to not less than five feet from a building or structure, as long as the property is not designated as a one-family or two-family dwelling. 

Vote Recommendation Notes

Texas Action supports SB 1034 for promoting the principles of limited government. This bill would remove a burdensome and unnecessary requirement that utility contractors have a licensed plumber oversee the connection of a public water line to a building, as well as increase efficiency for these types of projects.
