HJR 38 proposes an amendment to the Texas Constitution in order to prohibit the imposition of an individual income tax in the state. The amendment would need to be approved by voters in the November 2019 elections for the amendment to be adopted.

Texas Action supports HJR 38 for promoting the principles of limited government, free markets and individual liberty. Texas has benefited greatly from being a state with no income tax (just look at all of the Americans migrating to the state from other high-tax states!). This proposed amendment would help to guarantee that Texas can continue along the low-tax path of attracting talented individuals and businesses from all over the country and the world while continuing to safeguard current and future Texans from an onerous income tax.
