Bill Analysis

HJR 117 proposes a constitutional amendment authorizing the legislature to hold a statewide referendum to allow voters to indicate whether they would prefer to exempt Texas from daylight saving time or observe daylight saving time year-round.

Vote Recommendation Notes

Texas Action recommends supporting HJR 117 because it promotes our principles of limited government and individual liberty. We are in favor abolishing the needless practice of setting clocks back an hour each fall and moving them ahead one hour each spring. We do not take a position as to whether the state should opt out of DST or adopt DST year-round. Either option would be preferable to the status quo in which Texans are required to fall back and spring forward each year.
