According to the Legislative Budget Board, no fiscal impact to the state is anticipated. 

Bill Analysis

HB 871 would allow a health care facility located in a county with a population less than 30,000 to use satisfy a Level IV trauma facility designation requirement through the use of telemedicine. The purpose of this bill is to allow telemedicine services to help alleviate doctor shortages in rural counties which may not have the necessary staffing to gain the Level IV trauma facility designation.

Texas Action supports HB 871 because it adheres to the principles of limited government. Whenever the state reduces regulations towards the fulfillment of Medicaid obligations, healthcare outcomes and fiscal efficiencies are greatly improved.
