Bill Analysis

HB 803 would require toll project entities to publish an annual financial report on its website detailing the entity’s annual financial data, including the final maturity of all bonds issued, toll revenue for each project, an accounting of total revenue collected and expenses incurred, and a capital improvement plan with proposed or expected capital expenditures. The toll project entity would also be required to report any money deposited by the entity in a debt service reserve fund as required by a bondholder agreement.

Texas Action supports this bill for promoting the principle of limited government. This bill would provide an extra layer of transparency for tolling entities and would be an additional tool in helping Texans hold tolling project entities accountable to the toll payers.
