Relating to certain government contracts with companies that
boycott Israel.
No fiscal implication to the State is anticipated.
HB 793 would further qualify the state's ban on governmental entities doing business with companies that boycott Israel. The bill would add language that clarifies that the law only applies to contracts with companies with 10 or more full-time employees and that has a value of $100,000 or more that is to be paid wholly or partly from public funds of the governmental entity. Sole proprietorships are not included within the scope of the bill's provisions.
Texas Action remains neutral on HB 793 as it does not affect our liberty principles. While it is within the the state's legitimate scope of authority to determine qualifications for vendors it does business with, this is largely a political issue and we typically do not weigh in on bills dealing with primarily political issues.
