Relating to a requirement that the Texas Commission on Environmental Quality obtain or develop updated water availability model for certain river basins.
No fiscal impact to the state is expected. However, HB 723 could provide the legal basis for an appropriation of funds to implement the provisions of the bill.
HB 723 would require the Texas Commission on Environmental Quality (TCEQ) to obtain or develop current water availability models for the Brazos, Guadalupe, Nueces, Red, Rio Grande, San Antonio, and San Jacinto water basins.
The state has a legitimate interest in water infrastructure, however this bill does not appear to affect our principles and we remain neutral.
