Relating to the creation and operations of health care provider
participation programs in counties not served by a hospital
district or a public hospital.
No significant fiscal implication to the State is anticipated.
HB 651 would allow counties which are not served by a public hospital or hospital district to create a health care provider participation program to collect mandatory payments from institutional health care providers to provide the nonfederal share of a Medicaid supplemental payment program.
Texas Action remains neutral on HB 651 as it does not appear to affect our liberty principles.
