Bill Analysis

HB 53 would amend the requirements of the Transitional Living Services Program so that experiential life-skills training must include financial literacy, civic engagement, and mental health for the education of certain youths in foster care. The financial literacy education program would be required to follow guidelines under the Office of Consumer Credit Commissioner and the State Securities Board.

Vote Recommendation Notes

Texas Action supports HB 53 because it uplifts our principle of personal responsibility by expanding the life-skills training of foster care youths to areas that are crucial to flourish and sustain personal responsibility. This bill would allow persons that are transitioning from the guidance of the state to achieve a better direction toward financial independence.
