Relating to a task force to coordinate and make recommendations on parent engagement and education programs provided by state agencies.
No significant fiscal implication to the State is anticipated.
HB 507 would create a task force on parent engagement and education programs. The goals of the task force would be to enhance coordination of parent engagement and evidence-based parent education programs across state agencies and develop comprehensive, statewide best practices for engaging parents as their children’s first and best teachers. By December 1st, 2020 the task force would be required to prepare a report which describes their activities, their findings and recommendations along with any proposed legislation or recommendations.
Texas Action opposes HB 507 because it violates the principle of limited government. It is not the proper role of the state to create task forces to teach parent's how to parent their children. In addition, independent school districts may operate their own parent engagement programs if they so chose.
We recognize the good intentions behind this legislation but recommend that the state resist the temptation to engage in social engineering of the parent-child relationship.
