Relating to the creation of the Harris County Improvement District
No. 28; providing authority to issue bonds; providing authority to
impose assessments, fees, and taxes.
No significant fiscal implication to the State is anticipated.
HB 4703 would create the Harris County Improvement District No. 28 to promote, develop, encourage, and maintain employment, commerce, transportation, housing, tourism, recreation, the arts, entertainment, economic development, safety, and the public welfare in the district via improvements and projects.
Texas Action recommends opposing HB 4703 because it infringes upon limited government and free market principles. We generally oppose the creation of improvement districts that provide for the use of public funds toward economic development purposes.
