The fiscal implications of the bill relating to the establishment of a pilot program cannot be determined at this time as the eligibility criteria and benefits to be included in the pilot are unknown.

Bill Analysis

HB 4533 would delay the state's transition of certain Medicaid services to a managed care model in order to first establish a pilot program to analyze the costs and benefits of the transition. The pilot program would operate from 2023-2025, after which the decision of whether to continue the program would be made by the Texas Health and Human Service Commission. The majority of the bill lays out the procedures and goals of the pilot program and therefore the ideal managed care model. 

It is important to note that this is the third delay.
