Relating to mental health first aid training for veterans and immediate family members of veterans.
No significant fiscal implication to the State is anticipated. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The Health and Human Services Commission is required to implement a provision of this Act only if the legislature appropriates money specifically for that purpose. If the legislature does not appropriate money specifically for that purpose, the commission may, but is not required to, implement a provision of this Act using other appropriations available for that purpose.
HB 4429 would require the Texas Veterans Commission to contract with local mental health authorities to provide veterans and immediate family members mental health first aid training as part of the current mental health program for veterans. The Department of State Health Services would also be required to include such training in their mental health intervention program for veterans.
