Relating to the application and eligibility for and expiration of a license to carry a handgun.
No significant fiscal implication to the State is anticipated.
HB 4428 would change procedures regarding legal residents of the United States and their application or renewal for a license to carry a handgun.
Currently, a license for a legal resident to carry a handgun expires on the first birthday of the license holder occurring after the fourth anniversary of the date of issuance. This bill would set the expiration to the earlier of that date, the expiration of the license holder’s lawful presence in the United States, or the first anniversary of the date of issuance, if there is no definite expiration date for the applicant ’s lawful presence in the United States.
The legal resident would also be able to apply for a duplicate license with an updated expiration date if their stay is extended.
Texas Action remains neutral on HB 4428 which is an administrative bill with no apparent connection to our liberty principles.
