Relating to the authority of certain local governments to create and
operate health care provider participation programs.
No significant fiscal implication to the State is anticipated.
HB 4289 would allow certain local jurisdictions to "administer a health care provider participation program to
provide additional compensation to certain hospitals located in the
hospital district, county, or municipality by collecting mandatory
payments from each of those hospitals to be used to provide the
nonfederal share of a Medicaid supplemental payment program."
Texas Action remains neutral on HB 4289 as it does not affect our liberty principles. It is our view that health care provider participation programs are local issues which do not place an increased burden on taxpayers.
