Bill Analysis

HB 4236 would allow a law enforcement agency to permit a person who is depicted in a recording (or if the person is deceased, the person's authorized representative) of an incident by a body worn camera of a peace officer, and which depicts the use of deadly force by a peace officer or that is otherwise related to an investigation of an officer, to view the recording. The law enforcement agency must first determine that the viewing furthers a law enforcement purpose, and the authorized representative must not also be a witness to the incident. Duplication of the recording would be prohibited.
