According to the Legislative Budget Board, no fiscal impact to the state is anticipated.

Bill Analysis

HB 4147 would require a first responder training program to include at least six hours of training on mental health awareness, and would also require first responders and first responder trainees to complete that training. The Health and Human Services Commission (HHSC) would be required to develop a curriculum for the training. Also, the Texas Commission on Law Enforcement (TCOLE) would be required to order a peace officer or reserve law enforcement officer to complete the curriculum developed by HHSC.

Vote Recommendation Notes

Since this is a matter that does not concern liberty principles, Texas Action has a neutral stance towards HB 4147.
