Bill Analysis

HB 3950 would establish a joint committee on child welfare in order to address a statewide plan for the continued implementation of community-based care that relates to family preservation and other related prevention services that are under the authority of the Department of Family Services (DFPS) and the Health and Human Service Commission (HHSC).

Vote Recommendation Notes

The establishment of this joint committee does not affect our principles and we remain neutral. We do hope that the committee will produce solid recommendations for future public policy that will enhance community-based care and helps families to stay intact.
